The system uses an automated computer program to generate random numbers for each lottery entry. The system would make it easier for lottery companies to distribute tickets and collect payments from players. The entrepreneur hopes to use his invention to compete with state-licensed lottery operators.

In Laos, the communist nation that is home to several large-scale casinos, the lottery is run by a consortium of business interests with close ties to the ruling elite. The companies behind the lottery, a source told RFA’s Lao Service, manipulate the winning numbers to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky, the source said. For example, the winning number for Oct. 14 this year, 509, disappeared from the purchased tickets until a few minutes before the drawing was to take place.

The lottery is a popular form of gambling in the world, with a record prize pool of over USD$9 billion awarded to winners each year. Most of the prizes are awarded to individual winners, with some going to charitable organisations and projects. In addition, a portion of lottery revenues is used to fund public education systems in many countries.

There is no national lottery in Liechtenstein, but a series of independent state-licensed websites operate virtual lotteries for residents. These online services offer a variety of games, from scratchcards to the popular Powerball game. The websites are marketed by the International Lottery in Liechtenstein Foundation (ILLF), which was founded in 1995 and pioneered Internet gaming, processing the first online lottery transaction in history.
