In Oregon, the biggest lottery win in state history was $1.3 billion in a Powerball lottery drawing on April 22 of this year. The lucky winner purchased the winning ticket at a Plaid Pantry convenience store in the Portland suburb of Milwaukie and chose to receive the prize in one lump sum payment instead of 29 annual installments. This option allows the winner to save more on taxes.

In Laos, officials are accused of rigging the state-run lottery system by removing numbers that are considered unlucky or unlikely to be selected during a drawing. The country’s prime minister recently issued a directive urging the Ministry of Finance, which oversees the legal state lottery, to work with the Ministry of Public Security to better manage the problem. The government also plans to reduce the frequency of the lottery’s draws from two to one a week and close informal football-themed lotteries and lottery chances purchased through short messaging services.
