A spokesman for the deputy finance minister denied the allegations of irregularities in the state lottery. “The state lottery is managed by the Ministry of Finance and we are aware of any issues that may arise,” he said. “The new rules that have been issued will prevent any such illegal activity.”

In Canada, prior to 1967 buying a ticket on the Irish Sweepstakes was illegal. In that year the federal Liberal government introduced a special law, known as an Omnibus Bill, to update obsolete laws. The Bill included an amendment concerning lotteries, which was sponsored by Pierre Trudeau, who became prime minister that same year. Today there are four nationwide lotteries in Canada: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

In addition to state-run lotteries, Australia has a national lottery operated by the Tatts Group, as well as several regional games. Licensed re-sellers sell Australian lottery products worldwide. The re-sellers are required to follow a strict code of conduct. In the US, the lottery is regulated at both federal and state levels. The proceeds from the lottery are used for education and other public purposes. In addition, there are some independent charities that use lotteries to raise money. Many of these are run by women.
