They will take a lump sum payment of $422 million after taxes. The winning ticket was purchased at a Plaid Pantry convenience store in Portland. The couple will be required to go through a security and vetting process, which may delay their access to the funds. However, they will be able to keep their anonymity. As of late, there have been accusations that lottery officials are rigging the system by manipulating drawing results in order to avoid large pay-outs. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking it to work with other agencies to address this issue. In particular, the directive orders the Ministry of Finance to reduce the number of lottery drawings from two to one a week and to ensure that winnings are handled in a transparent manner. The directive also calls for the closure of informal football and lottery chances sold through short messaging services.
