A Lao state official who spoke to RFA on condition of anonymity said that private business interests have a major stake in the national lottery, which is not properly managed. In Oregon, a 37-year-old man from Laos won a $422 million Powerball jackpot in early April. He won the prize by matching the last two digits of his ticket with those of a friend who chipped in $100 to buy a batch of tickets with him, the Portland-area newspaper reported. The winner, whose name has not been released, plans to split the money with his wife, Duanpen, and his friend, 55-year-old Laiza Chao of Milwaukie. The couple has been married for eight years and have no children. They will each take half of the prize, or about $238 million after taxes. They are planning to move to a larger house and use the rest to finance their retirement. They will also donate some of it to charity.
