While lotteries are considered to be gambling, the profits they generate are not taxed in Canada. Instead, they are distributed by the Crown to charities and community organizations. In New Zealand, the Lottery Grants Board distributes lottery proceeds to Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Health Lottery.

Although gambling is illegal in Laos, the government allows casinos to operate in Special Economic Zones, which are leased by the country’s central government to promote foreign trade.
