While lottery games are a form of gambling, they can be played legally under certain conditions. In general, state laws permit lottery players to play for prizes up to a maximum amount set by law. However, the state’s regulations vary from one region to another. For example, in some regions, it is legal for players to buy tickets online, while in others it is not.

In Laos, the government has been accused of rigging its legal state lottery system in order to avoid large pay-outs to winners. Officials have been limiting the number of winning numbers and changing the drawing results to reduce the odds of winning. For example, on Oct. 14 this year, the winning number 509 disappeared from purchased lottery tickets throughout the day before the drawing, a source told RFA’s Lao Service.

New Zealand has a state-controlled lottery organization, Lotto New Zealand (formerly the Lotteries Commission), which operates the lotto, Keno, Instant Kiwi scratch cards and a video lottery terminal product known as Lottostar. The profits from this organisation are distributed by the Lottery Grants Board directly to local community groups and sporting and cultural organizations. The New Zealand government does not tax the profits from this operation.
