Drawings are manipulated to avoid large pay-outs, and the numbers on purchased tickets often disappear during the process. This has led to a number of angry calls to RFA’s Lao Service. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive requiring the Ministry of Finance to work with the Ministry of Public Security to better manage the lottery’s operations. The directive said the number of drawings must be reduced from two to one each week and that winnings must be handled in a more transparent manner. But no date has been set for the implementation of these new rules.
