For example, the winning number of 134 in an Oct. 14 drawing appeared only as 5 on ticket purchases throughout the day of the draw, until just before the winning numbers were revealed.

A source close to the state lottery bureau told RFA that business interests with connections to Lao leaders are behind the company running the lottery. The official added that the company should return to full government control. “The company that manages the lottery should be 100 percent managed by the government,” he said.

Despite these allegations, the state-run lottery is popular with the public. It is estimated that the annual turnover of the lottery exceeds US$1 billion. The lottery is a major source of revenue for the state and provides much needed income to the poor.

In Canada, buying a lottery ticket was illegal until 1967, when the federal Liberal government introduced a bill to bring up-to-date a number of obsolete laws. This bill was sponsored by Pierre Trudeau, who was Minister of Justice at the time. The bill included an amendment to legalize the sale of lottery tickets.

In Australia, lottery games are operated by the State governments or through independent private-sector firms under a government license. Two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive, sell Australian lottery products through their websites. They are both based in Sydney, Australia. Unlike other international lottery re-sellers, these two re-sellers do not provide a complete range of state and territory lottery games.
