Lottery online is a form of gambling that is offered through the Internet. It is regulated in many countries. In the US, for example, it is regulated by the state and federal governments. In Laos, officials in the communist nation are rigging the lottery system to avoid large pay-outs for winners, according to sources in the capital city of Vientiane. The official in charge of the country’s national lottery is believed to be a businessman with close connections to the ruling elite, the sources said. In addition to the government-owned Lottery Office, Laos has a number of private lottery companies that sell tickets and provide lottery information over the telephone and through short messaging services.

A government directive sent to the Lottery Office ordered it to work with the Ministry of Finance to better manage the problem, the sources said. Drawings of the state lottery will be reduced from two to one a week and winners must be handled in a more transparent manner, the directive said. It also instructed officials to close down informal football lotteries and lottery chances sold through the short-messaging service.

Huong and her husband Manh spend 16 hours a day selling lottery tickets in downtown Hanoi. On good days they can sell 250 tickets and make a daily profit of about 11 US-dollars. On bad days they can only sell 180 tickets and lose money. The couple’s income is enough to support them, but they do not have savings.

Buying a ticket to play the lottery in Canada was illegal until 1967, when the federal Liberal government introduced an Omnibus Bill intended to bring up-to-date a number of outdated laws. The bill included an amendment concerning lotteries. Today Canada operates four nationwide lotteries: the Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island), the Ontario Lottery and Gaming Corporation (Ontario), the Quebec Lottery and Gaming Corporation (Quebec), and the Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, and the Northwest Territories). All are run by provincial/territorial governments. Several private organizations also offer online lotteries in Canada.
