The winner of a $1.3 billion Powerball jackpot in Oregon is an immigrant from Laos who was living in Portland when he hit the prize. Cheng Saephan said he plans to split the top prize with his wife, Duanpen, and a friend who chipped in $100 to buy a batch of tickets with them. They will be taking a lump sum of $422 million after taxes. The couple will receive the money in early April after undergoing a security and vetting process required under Oregon law. The lottery’s official spokesman says the winner chose that option because they plan to use the money to help their family and friends. The money will be the biggest in U.S. history, the fourth largest in Powerball’s history, and the eighth largest overall.
