For example, the number 509 appeared only as a five on tickets sold during a drawing on Oct. 14 this year, but was suddenly changed to 134 only 10 minutes before the drawing was to take place, a source said.

The winner of the $1.3 billion Powerball jackpot in Oregon has been identified as an immigrant from Laos living in Portland. Cheng Saephan, 37, was able to claim his lump sum payment of $422 million after taxes. He will share the prize with his wife, Duanpen, and a friend who chipped in $100 to buy the winning ticket with them, Laiza Chao. The couple has no children. Oregon law, like most other U.S. states, prevents winners from retaining anonymity.
