Lao state official Ounkeo Souksavanh told RFA that private business interests own the companies responsible for the national lottery. He says that those businesses are linked to the ruling elite, and they have a vested interest in keeping public funds flowing into the government’s coffers. “This is why the numbers can’t be trusted,” he says. “If the government resumes control of the lottery, the winnings will be real.”
