Laos’s official lotteries are rigged and manipulating winning numbers in order to avoid large pay-outs, sources told RFA’s Lao Service. The country’s prime minister recently sent a directive to the ministry that oversees the legal state lottery, asking it to work with police and other ministries to better manage the problem. Drawings must be reduced to one per week, and the lottery company must be more transparent in its handling of winnings, the directive said. It also called for an end to informal football lotteries and lottery chances sold through short messaging service.
New Zealand’s national lottery is a government-controlled Crown entity, Lotto New Zealand. Its profits are distributed by the New Zealand Lottery Grants Board to a variety of charities and community organizations. Among those beneficiaries are Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission.
If you are a winner, you must present the ticket before the drawing to the retailer where it was purchased. The ticket is void if it is stolen, unissued, mutilated, illegible, altered in any way, or defective. The Retailer will run the ticket through a machine to confirm that it is a winner. The Retailer will then give the winner a replacement ticket.
