Laos has a legal state lottery, but it is plagued by reports of corruption and manipulation by officials. Last month, the office of Prime Minister Thongloun Sisoulith sent a directive requiring the Ministry of Finance, which oversees the lottery, to work with the Ministry of Public Security to better manage the problem, sources told RFA’s Lao Service. The directive calls for reducing the number of drawings from two to one a week and handling winnings in a more transparent manner. It also aims to close informal football-based lotteries and lottery chances sold through short messaging service (SMS) operators.

In some cases, it appears that lottery officials are rigging the system to avoid large pay-outs. For example, on Oct. 14, the winning number 509 appeared as a 5 on many purchased tickets throughout the day of the drawing, even though the number is associated with buffalo, a symbol of good luck in Laos.

Vilasack Phommaluck, an official on the committee that oversees the lottery, told RFA that he was aware of these concerns but said the steering committee would not interfere with how the company operates its business. However, he added that he was considering other changes to help restore faith in the lottery, such as cutting the drawing down to just once a week.
