The lottery industry is regulated in many countries, including Laos, where it is not yet fully developed. Despite this, it is becoming increasingly popular and is considered one of the most profitable businesses in the country. However, the government has a long way to go in protecting its citizens from fraud and other illegal activities in this sector. In particular, it must ensure that the winners of large sums are truly deserving. It must also ensure that all players are treated fairly. Moreover, it should not give preference to private business interests in the distribution of lottery revenue.
