A Laotian caller told RFA on condition of anonymity that the businesses responsible for the country’s legal state lottery include relatives of ruling elite members and other persons with connections to the government. The official said that the Aug. 17 directive sent by Prime Minister Thongloun Sisoulith’s office will reduce the number of drawings from two to one per week and ensure that winnings are handled more transparently.
