Despite the fact that lotteries are illegal in Japan, many Japanese citizens participate in them. The reason behind this is that winning a prize can help them overcome financial difficulties. The first lottery was created in France by King Francis I in or around 1505. It was followed by a two-century period of bans and revivals. One of the most well known was the Irish Sweepstakes, run by the Canadian province of Quebec. This was not a traditional lottery in the sense that it was based on chance; instead, players answered questions about Montreal. This was a way for Mayor Jean Drapeau to raise funds to pay for the World’s Fair and the subway system in Montreal.

In the communist country of Laos, state lottery officials are rigging the system in order to avoid large pay-outs, sources in Vientiane tell RFA’s Lao Service. Drawings often show numbers that disappear from purchased tickets, or that are deemed unlucky and unlikely to be chosen. For example, the number 09 appeared only as 5 on tickets sold throughout the day of a recent drawing, and it was changed to 134 only 10 minutes before the actual drawing. This has caused discontent amongst players, who say the lottery is not fair. Moreover, they say the companies that operate the lotteries are linked to members of the ruling elite.
