The winner, Cheng “Charlie” Saephan, said he would split the prize evenly with his wife, Duanpen, and a friend who chipped in $100 to buy the tickets with them, Laiza Chao. The pair will be taking a lump-sum payout of $422 million after taxes.

Officials in the communist nation of Laos are accused of rigging the country’s legal lottery system by manipulating winning numbers, sources in the capital Vientiane tell RFA’s Lao Service. The country’s weekly drawings, which feature a number that can be chosen by participants by purchasing a ticket, often show numbers that disappear from purchased tickets or that are deemed unlucky, the sources say. In a recent drawing, for example, the number 509 appeared only on tickets purchased throughout the day of the drawing, but then disappeared from those tickets just 10 minutes before the scheduled announcement.
