In a recent drawing, the number 509 disappeared from purchased tickets, but reappeared on the winning ticket as 134 just 10 minutes before the scheduled drawing.

A state official who spoke on condition of anonymity said that the companies responsible for running the lottery are owned by persons with connections to the ruling elite. He said he hopes the government will resume control of the lottery because it should be 100 percent managed by the government. Currently, the national lottery is run by private businesses under contract with the state government. The companies are not required to disclose how much they pay the government for their contracts. They are also not obligated to conduct regular audits. The companies pay the government annually but do not have to submit results to an independent auditor. This makes the lottery system vulnerable to shady practices and manipulation. It is not known how much money the rigged lottery has generated.
