Earlier this year the number 509 appeared on the winning ticket for the thrice-weekly draw, but this number disappeared from purchased tickets after the drawing was held. A salesman who spoke to RFA’s Lao Service on condition of anonymity said that Thailand’s Insee Trading Company, which runs the lottery, knows what numbers people choose and can manipulate the results.
Suspicions were further aroused when the numbers 367, 267 and 567 appeared in consecutive drawings at the end of September. The number 67 is associated in Laos with the turtle, an animal believed to bring bad luck, so few gamblers would choose it. Despite these accusations, Finance Ministry official Vilasack Phommaluck told RFA that the government has responded to concerns about the lottery’s legitimacy by making some changes. In the future, he said, the lottery may be reduced to one drawing per week and the numbers could be changed more frequently. He also said he would investigate allegations that the weight of the balls being used in the drawing was being manipulated.
