Lao business interests with a stake in the country’s lottery operation include persons connected to its ruling elite, a source told RFA’s Lao Service. The lottery’s annual payouts are not disclosed and drawing results are sometimes rigged, the source said. For instance, winning numbers are often shown only on certain purchased tickets during the drawings, while other numbers vanish from the lotteries.
In a communist country, lottery profits are supposed to go to public works projects, but they are instead diverted by private business interests, RFA’s source said. He called on the government to resume control of the national lottery. “Lotto should be 100 percent managed by the government, not private businesses,” he added. “It should also be transparent and trustworthy.”
