This number was withdrawn from purchased tickets an hour before the draw after large numbers of people sought to buy it. A Lao source told RFA that lottery officials also tamper with the results by not posting all of the winning numbers on a broadcast or in a newspaper. These actions are a breach of government regulations and have angered lottery buyers. Lottery officials have declined to comment on the allegations. For some poor Vietnamese people, selling lottery tickets is their only source of income. They choose it over the socially detested act of begging as they try to survive.
