Laos’ communist-era officials are rigging the national lottery, sources tell RFA’s Lao Service. Drawings of the country’s legal state lottery are often marred by missing numbers, while other numbers are deemed unlucky and never chosen. In one case on Oct. 14, the winning number 509 mysteriously disappeared from purchased tickets.

In Laos, the lottery is overseen by the Ministry of Finance, which has sent a directive asking that it work with the police to better manage the problem. It also recommends reducing drawing times to once a week and handling winnings in a more transparent manner. The directive, which was issued on Aug. 17, does not mention a timeline for the measures.

In the Philippines, the government-owned Philippine Charity Sweepstakes Office has partnered with an international gaming firm to launch an online lottery called E-Lotto. It offers Filipinos around the world a chance to win millions of dollars in a safe and convenient online setting, while boosting ticket sales at physical outlets throughout the nation. The new service also extends the opportunity to overseas Filipino workers to participate in the lottery, potentially catalyzing an increase in bets at traditional outlets.
