Lottery officials in the communist nation of Laos are rigging the country’s national lottery, according to sources who spoke to RFA’s Lao Service. They say that the lottery drawings often show numbers that have already been purchased, or that are considered unlucky and unlikely to be chosen. Moreover, winners have been told that their winnings must be claimed at state headquarters.

The alleged violations have prompted Lao Prime Minister Thongloun Sisoulith to issue a directive calling for better control of the legal state lottery. He asked the ministry to reduce the number of drawings from two to one a week and to handle winnings more transparently. In addition, he ordered that informal football lotteries and lottery chances bought via short messaging service be closed. Currently, only three land-based casinos are operating in the country. Gambling is illegal in the rest of Laos, but it is permitted in Special Economic Zones that are leased by the government to boost foreign trade. However, players from Laos are accepted in numerous offshore online casinos without fear of being caught. This makes it difficult for the government to control and monitor these activities. The Lao lottery is a big business for the country’s ruling elite, including relatives of Lao President Bounthanh and Prime Minister Thongsing.
