In Laos, where gambling is illegal in most places except for a few special economic zones leased by the government to boost foreign trade, lottery officials are suspected of rigging the system to avoid large pay-outs. Drawings for the national lottery, which are held three times each week, sometimes show numbers that vanish from purchased tickets, and numbers deemed unlucky or unlikely to be chosen appear instead, sources tell RFA’s Lao Service. A caller to the Lottery Hotline in Vientiane, who asked to remain anonymous, said that businesses with stakes in the lottery include those connected to the nation’s ruling elite.
