In Laos, officials are rigging the national lottery by manipulating the results, according to sources. Drawings for the Loto – a public lottery run by the government – often show numbers that are deemed unlucky or not likely to be picked. For example, the winning number 509 in a drawing on Oct. 14 this year disappeared from purchased tickets throughout the day of the drawing and reappeared only a few minutes before the drawing was broadcast on the radio, a source told RFA’s Lao Service.
