In Laos, lottery officials are accused of rigging the system to avoid large pay-outs, according to RFA sources in the communist nation. The rigged system is evident in the way numbers disappear from purchased tickets during a drawing. For example, the number 09 appeared only as 5 on tickets sold throughout the day of Oct. 14’s drawing, before appearing as 134 minutes later, the source said. A caller to RFA’s Lao Service complained that the company that manages the national lottery includes business interests with ties to top ruling party leaders. The caller asked for the government to resume control of the lottery, saying the drawings cannot be trusted.
