Canada is one of only a few countries in the world with nationally administered lotteries.

Lao officials are rigging the nation’s national lottery, manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. They say that when a number is announced during the drawing, it often disappears from purchased tickets or is deemed unlucky and unlikely to be chosen. For example, the winning number 509 on Oct. 14 appeared only as 5 on tickets sold throughout the day of the drawing.

Those who have a stake in the national lottery include private business interests and members of the ruling elite, a source says. “The government should resume control of the lottery because private business interests can’t be trusted to make it fair and honest,” he adds. “The drawings can’t be trusted either, because they are often rigged.” The source added that the business interests that operate the national lottery pay the government an annual fee to do so and that no one inspects their work.
