In Laos, the national lottery draws take place three times per week and draw large crowds of participants. However, the lottery is not entirely fair, sources tell RFA’s Lao Service. Lottery officials are rigging the system and manipulating winning numbers to avoid large pay-outs, the sources say. For example, the number 509 – which is associated with the animal named for the communist country’s capital, Vientiane – disappeared from tickets sold throughout the day of the Oct. 14 drawing. It reappeared as the winning number only 10 minutes before the drawing began.

Despite being illegal in most jurisdictions, lottery games are widely played on the Internet. This is partly due to the fact that online gaming laws have not kept pace with the rapid expansion of the Internet.
