This number is favored by gamblers because it sounds similar to the word buffalo in Lao and is associated with good fortune.

In Canada, prior to 1967 purchasing a lottery ticket was illegal. That year the federal Liberal government introduced a special law, an Omnibus Bill, to update a number of obsolete laws, including one concerning lotteries. The bill was sponsored by Pierre Trudeau and included an amendment allowing a provincial government to legally operate a lottery system.

Today, there are four nationwide lotteries in Canada: the Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories). Some jurisdictions also have keno or video lottery terminals. Privately operated lotteries are also found in some countries, such as the Bulgarian Sports Totalizator and the Isle of Man Lottery. These systems are typically licensed by the local government or provincial government to operate. Some private lotteries have been granted what are known as business method patents in the United States.
