For example, the number 509, which is associated with buffaloes and other symbols of good luck, disappeared from purchased lottery tickets on Oct. 14 and appeared only as a five on the winning numbers list before that day’s drawing.
A Lao businessman who spoke to RFA’s Lao service on condition of anonymity said private business interests with stakes in the national lottery are manipulating the system. He says these companies include people with connections to the ruling elite. “They should be unable to take control of the national lottery, because the drawings can’t be trusted,” he said.
