Laos has a state-run lottery, and it is the only one in the world that uses animal names for the numbers. The country’s communist regime has been accused of rigging the lottery to avoid paying out large jackpots, according to RFA. Drawings are manipulated and winning numbers often disappear from purchased tickets, sources say. For example, the number 509 that appeared in the October 14 drawing disappeared from tickets sold during the day of the drawing.

The prize structure of the lottery encourages participation by offering significant payouts for matching a series of digits. A single ticket bought for a small sum can yield an exponential return: For instance, matching just three numbers could turn a $1,000 bet into a six-million-kip prize. The prizes also increase with the number of matching digits. Hence, the odds of winning are relatively high. Moreover, the top prize is awarded to a single person rather than shared among multiple winners.
