In return for a $2.00 “donation” a participant would have the opportunity to win a $100,000 prize in a drawing. Drapeau claimed his “tax” did not contravene Canadian law for two reasons: the prizes were silver bars, not cash, and the winners would be required to answer four questions about Montreal during a second draw.

During the Vietnam War, a number of US military personnel played the lottery to pass the time while in prison or in other confinement. These prisoners were often subjected to harsh conditions, and the games were a way to relieve their boredom. Some of these soldiers even won significant amounts of money.

During the war, the US Army was a major buyer of lottery tickets. Lottery tickets were a way for the Army to fund its operations, and it was a profitable business for both the Army and the vendors. The lottery was also a great recruiting tool for the military, especially in the early years of the war. By the end of the conflict, the lottery had raised a tremendous amount of money for both the soldiers and their families. Some of this money was used for rearmament and reconstruction. In fact, the money from the lottery helped the reformed US Army build one of the most powerful militaries in history.
