In fact, the first US patent was awarded on a lottery-like game in 1889. However, it was not until 1967 that the federal Liberal government inserted an amendment to the Canadian Criminal Code making it legal for provincial governments to operate lotteries. Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced the old Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. They are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia).

In Laos, where gambling is illegal, private business interests are responsible for the national lottery. They pay the state an annual fee to manage it, but are not subject to inspections. A source speaking on condition of anonymity told RFA that some business interests are linked to members of the country’s ruling elite. Last year, for example, the winning number for the national lottery drawing was 134, but was changed to 662 only 10 minutes before the drawing.

Laos is a country where the lottery’s legitimacy is being debated. Its laws stipulate that the numbers must be generated by random number generators, but they have been known to fail sometimes. For example, on Oct. 10, a radio station announced that the winning number was 134, but only 10 minutes later, it changed to 662. The number is a popular choice because it is associated with the buffalo, which represents luck in Laos.
