In one case, a number that should have been 509 appeared only as five on a ticket after the drawing on October 14 this year.
A Lao state official who spoke on condition of anonymity told RFA’s Lao Service that private business interests involved in the lottery have connections to the ruling elite. He said the businesses pay millions of dollars each year to have their services approved by the government, but no one audits them. The official said that he hopes the government will resume control of the lottery, because private business interests should not be responsible for a public service.
