The New Zealand Lottery is an official state-controlled lottery, and its profits are distributed through the Lottery Grants Board to fund charities and community organizations. Lottery officials in Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, RFA’s Lao Service has learned. Drawings in the communist country often show numbers that disappear from purchased tickets or that are deemed unlucky and unlikely to be chosen. In one case, a number that should have been 509 appeared only as five on a ticket after the drawing on October 14 this year.

A Lao state official who spoke on condition of anonymity told RFA’s Lao Service that private business interests involved in the lottery have connections to the ruling elite. He said the businesses pay millions of dollars each year to have their services approved by the government, but no one audits them. The official said that he hopes the government will resume control of the lottery, because private business interests should not be responsible for a public service.
