In the United States, the existence of lotteries is regulated at the federal and state level. The Laos lottery, known locally as the hanoi lotto, is operated by the state-owned Vietlott Company. The first drawing took place on Sept. 10 and yielded a jackpot of over $32 million. The lucky number was 134, which is associated in Laos with the buffalo, a symbol of good fortune. In the end, only two winners split the prize money.

The winner was Saephan, who was notified of his win by phone on April 4. He plans to buy a new car and help family members. He will also share some of his prize with a friend, Laiza Chao, who chipped in $100 to buy a ticket with him.
