The government of the communist nation of Laos is rigging its national lottery to avoid large pay-outs, sources in the country tell RFA’s Lao Service. Drawings in the lottery, which take place three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky by buyers. In one instance, the number 509 appeared only as a five on tickets sold throughout the day before the lottery drawing on Oct. 14. It then changed to 662 only 10 minutes before the drawing, a source told RFA.

In order to reduce its dependence on ticket sales, the government is now looking at other revenue-generating activities, including the issuance of electronic cards for the lottery. These will be linked to credit and debit cards, which can be used to fund the lottery.
