Unlike most other lotteries, the Laizai Hanoi Lotto is not operated by the government. Instead, it is run by a group of business interests with links to the country’s ruling elite. The majority of the companies involved in the lottery have shareholders with ties to the country’s top leaders, including Prime Minister Thongsing and former President Khamtay Siphandone. The government does not disclose how much the businesses pay in annual taxes to operate the lottery.

The lottery industry is regulated at the provincial and territorial levels in Canada. The federal government has no role in the operation of a provincial or territorial lottery, but it does oversee the federally licensed lottery agents who sell tickets to the public. The major operators are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, and Nunavut). In addition, there are several privately-operated lotteries in Canada.
