The government of New Zealand controls the country’s four nationwide lotteries through an autonomous Crown entity called Lotto New Zealand (formerly the New Zealand Lottery Commission). It operates an interprovincial lottery corporation consisting of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, and Alberta), and British Columbia Lottery Corporation (British Columbia). In addition, the Government of New Zealand distributes allocations from its Lottery Grants Board directly to community organizations and charities.

In the early 19th century, a series of lotteries were created as public charitable institutions to raise money for various causes. Many of these lotteries were established in urban areas, where there was a greater need for social welfare services. Some of these lotteries were run by the Paris municipality (Loterie de L’Hotel de Ville) and others were operated for religious orders, such as the Shrine Temple which raised funds to support the Edo Era temple.

Lotteries were prohibited by law in France for two centuries, but were legalized again at the end of the 17th century. In 1822, a prize of a franc was offered for drawing a number that corresponded to the month and year of one’s birth. By the late 19th century, lotteries had become an integral part of French society and were the source of significant sums for public works projects and social welfare programs.

In the communist country of Laos, lottery officials are accused of rigging the system and manipulating the winning numbers to avoid large pay-outs. The national lottery draws three times a week and has drawn complaints from players who claim that the results cannot be trusted. Laos resident Ounkeo Souksavanh tells RFA’s Lao Service that the country’s lottery drawings often show numbers that vanish from purchased tickets or are deemed unlucky.
