While gambling is officially illegal in Laos, it is allowed in Special Economic Zones throughout the country and there are three casinos operating. The country’s national lottery is rife with corruption, according to RFA’s Lao Service. For example, in a recent drawing, the winning number of 509 appeared on purchased tickets only as 5, while it was displayed on Lao radio throughout the day as 134, a source told the program.

The winner of Oregon’s Powerball lottery is a member of the Iu Mien ethnic group, which numbered in the tens of thousands who helped American forces during the Vietnam War. The community in Portland now includes a Buddhist temple, a Baptist church and social organizations as well as businesses and restaurants. The winner, whose name has not been publicly released, will receive $1.3 billion dollars in a single payment after federal and state taxes are taken out.

A number of European countries now have their own state-run lottery, while others partner with private companies to manage their lotteries. One of the largest in the world is EuroMillions, which is managed by the Camelot Group and marketed as a pan-European lottery. Similarly, the New Zealand Lottery is operated by the government through an autonomous Crown entity, Lotto New Zealand. It offers four main games: the Lotto, Keno, Bullseye and Instant Kiwi. Profits are distributed by the New Zealand Lottery Grants Board directly to charities and community organizations.
