Saephan wore a sash at a news conference that identified him as an Iu Mien, a southeast Asian ethnic group with roots in southern China that fled to Thailand and then the United States after the Vietnam War.

Each of the provincial and territorial lottery commissions is responsible for one of these lotteries.
