Drawings of the national lottery often show numbers that disappear from purchased tickets or are deemed unlucky, according to the sources. For example, the winning number 509 on Oct. 14 this year appeared only as 5 on the tickets sold that day after buyers sought to purchase tickets including that number, one source said.

Cheng Saephan, a 46-year-old immigrant from Laos, won a huge jackpot in the Oregon Powerball lottery this month and is now a multimillionaire. He celebrated the win at a news conference by wearing a sash emblazoned with “Iu-Mien USA.” The Iu Mien are a southeast Asian ethnic group with origins in China, and thousands fled Laos during the Vietnam War to settle in the U.S. Many are farmers and business owners. They have a community in Portland that includes a Buddhist temple, a Baptist church, social organizations and businesses. Their story is inspiring to many in the community. They also have a strong connection to their homeland in Laos.
