The minister of justice argued that the tax violated federal law, but Drapeau replied that it did not.

Officials in Laos are rigging the country’s national lottery by manipulating winning numbers, RFA’s Lao Service reports. Drawings in the communist nation often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, the winning number 509 in this year’s national lottery draw was shown as a “random” number on tickets sold throughout the day of the drawing. This has sparked protests from buyers and raised suspicions of fraud among officials. The scandal has also led to a drop in lottery sales in the Southeast Asian nation.
