A Vietnamese man has won the Powerball jackpot, a prize of about $1.3 billion dollars. The winner, Cheng Saephan, 47, is a member of the Iu Mien ethnic group, which has a strong presence in the Portland area, with a temple, social organizations and businesses. He and his wife, Duanpen, plan to split half the money. The rest will go to family and friends. The winner purchased his ticket in early April at a Plaid Pantry convenience store in Milwaukie, just outside Portland. He will have to wait 30 years before he can collect the full amount, because of federal and Oregon taxes. He had a lot to celebrate, however, when he received the news that his ticket was the winner. This was his third time entering the drawing. The previous time he was in second place. This time he won the top prize of $422 million after taxes.
