A Laotian immigrant living in Portland, Oregon, has won a $1.3 billion Powerball jackpot prize. Forty-six-year-old Cheng Saephan said he will split the prize with his wife, Duanpen, and give the rest to a friend. The winners will receive the prize in 30 installments over the course of thirty years.

A number of Lao businesses have a stake in the national lottery, and some of them are run by members of the communist nation’s ruling elite, according to RFA’s Lao service. The officials control the profits, limiting the amount of money that can be won by ordinary citizens. The numbers used in the drawing are often rigged, and access to the results of each draw is restricted. In one case, the number 509 appeared only as a five on purchased tickets, but was later changed to 6, a source in Vientiane told RFA. This allegedly happened because the number is associated in Laos with the buffalo, which is considered a symbol of good luck.
