Today, there are four nationwide lotteries in Canada. These are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories and Nunavut). Each of these lotteries is operated by a provincial/territorial agency and is fully funded by its respective government.

The winners of a recent Oregon Powerball jackpot won $1.3 billion. The winner, Cheng Saephan, is an immigrant from Laos who lives in the Portland suburb of Milwaukie. He told reporters that he and his wife, Duanpen, will take half of the prize money. He is giving the rest to a friend, Laiza Chao, who helped him buy tickets. Chao is also a Lao immigrant. Both of them are members of the Iu Mien ethnic group, which includes many people who assisted American forces in the Vietnam War.

Some sources in the communist country of Laos say that lottery officials rig the results to avoid paying large pay-outs. Sources say that during the drawing, numbers sometimes disappear from purchased tickets, or are deemed unlucky and unlikely to be chosen. The companies that operate the lottery in Laos are largely owned by business interests connected to the nation’s ruling elite.
