The winner of the $1.3 billion Powerball jackpot in Oregon, Cheng Saephan, wore a bright blue sash at his news conference that read “Iu Mien USA.” He is part of a southeast Asian ethnic group with roots in southern China that fled from Laos to Thailand and later settled in the West Coast area of the U.S. His win was a boon for the local Iu Mien community, which includes a Buddhist temple, a Baptist church, social organizations and businesses. He plans to split the winnings with a friend. The lump-sum payment is about $422 million after taxes.
