For example, the number 509 appeared as 134 on tickets sold throughout the day of an Oct. 14 drawing, but was changed to 662 just 10 minutes before the drawing was held, the source said.

Lao state officials speaking on condition of anonymity say the lottery’s business interests include members of the country’s ruling elite. They also note that the business interests pay millions of dollars in yearly fees to the lottery’s management company, which is overseen by the prime minister and president.
