Saephan said he and his wife, Duanpen, plan to use their share of the prize money to start a business. He will give the rest to a family member who has been fighting cancer for eight years. “Hopefully, this will give her peace of mind and a better quality of life,” he said at the news conference.

The national lottery in Laos is widely regarded as being rigged. Officials allegedly manipulate winning numbers to avoid large pay-outs, according to RFA’s Lao Service. Drawings are often marred by irregularities including numbers that vanish from purchased tickets or are deemed unlucky. The number 509, for example, appeared only as five on tickets sold throughout the day of the Oct. 14 lottery drawing.

A lawmaker in Laos recently called for action to tackle illegal lottery sales. He said people have been buying foreign countries’ lotteries in the country, despite the fact that Laos has its own lottery. The minister admitted that the state lottery enterprise has seen a decline in revenues as a result of this illegal practice. However, he said that it was difficult to crack down on the problem because it takes place online. Despite this, the government will continue to investigate these illegal lotteries.
